About training in Portugal
How pilot training is regulated
Portuguese pilot licences are governed by the EU aircrew regulation (Regulation (EU) No 1178/2011, Part-FCL), for which EASA sets the common rules and ANAC is the national competent authority that processes licence applications and certifies training organisations. ANAC lists certification of Approved Training Organisations (ATOs) and a separate registration route (RF) for organisations that train non-professional pilots, as well as national categories such as ultralights, gliders, balloons and gyroplanes. ANAC's licence pages mostly list applicable legislation and forms rather than age or hour figures, so students should check the applicable regulations and the school's approval with ANAC.
Training pathways
Private pilot
ANAC's private pilot page lists the applicable EU regulations, AMC and GM, a circular on the issue and renewal of ratings, and the application form.
Commercial and airline transport pilot
ANAC has separate pages for commercial and airline transport licences, governed by the same EU regulation.
Qualification terminology
Names and privileges are local to Portugal. Similar names in other countries are not interchangeable.

A regulatory minimum is a legal floor for the qualification. It is not the number of hours most students need, and not a guarantee of cost or completion time.

Foreign licences and conversion
ANAC has a page on the validation of licences issued by or on behalf of third countries (non-EASA), referring to Regulation (EU) 1178/2011 and a circular, and a page on the FAA-EASA BASA agreement. Details are in the linked legal sources and forms.
