About training in United Arab Emirates
How pilot training is regulated
Flight crew licensing in the UAE is regulated by the GCAA through CAR Part II Chapter 2 (CAR-FCL, Flight Crew Licensing), whose structure follows the licence categories LAPL, PPL, CPL, MPL and ATPL with class, type and instrument ratings. Training organisations are approved by the GCAA under CAR Part II Chapter 9 (CAR-ORA). Medical certification is handled under CAR-MED, with Class 1 and Class 2 certificates issued by GCAA-approved aeromedical centres and examiners. Course content for integrated and modular routes is set out in appendices to CAR-FCL.
Training pathways
Private flying
A PPL holder acts without remuneration as PIC or co-pilot in non-commercial operations; the LAPL is a lighter licence with lower hours.
Commercial pilot (integrated or modular)
The CPL requires theoretical knowledge and flight instruction at an ATO; CAR-FCL has integrated course appendices (including a CPL/IR integrated course for aeroplanes) and a modular route with higher hour minimums.
Qualification terminology
Names and privileges are local to United Arab Emirates. Similar names in other countries are not interchangeable.
| Code | Official name | Minimum age | Regulatory minimum flight time | Source |
|---|---|---|---|---|
| Student-solo | Student pilot (conditions for first solo flight)CAR-FCL.020 sets the conditions for student pilots, including a minimum age before the first solo flight and the medical certificate required for the relevant licence. | 16 | n/pNo hour figure stated for the solo-flight conditions. | official |
| LAPL(A) | Light Aircraft Pilot Licence (aeroplane)A lighter recreational-level licence for aeroplanes and TMGs under CAR-FCL Subpart B. | 17 | 30 hAt least 30 hours of flight instruction, including 15 hours dual in the class and 6 hours supervised solo (3 hours solo cross-country). | official |
| PPL(A) | Private Pilot Licence (aeroplane)Licence for non-commercial flying as PIC or co-pilot on aeroplanes or TMGs. | 17 | 45 hAt least 45 hours of flight instruction (5 may be in an FSTD) including 25 hours dual and 10 hours supervised solo with 5 hours solo cross-country. | official |
| PPL(H) | Private Pilot Licence (helicopter)Licence for non-commercial flying on helicopters. | 17 | 45 hAt least 45 hours of flight instruction (5 may be in an FNPT or FFS) including 25 hours dual and 10 hours supervised solo; 35 of the hours on the same helicopter type as the skill test. | official |
| CPL(A) | Commercial Pilot Licence (aeroplane)Allows acting as PIC or co-pilot in operations other than commercial air transport and as PIC of single-pilot aircraft in commercial air transport, within CAR-FCL restrictions. | 18 | 150 hIntegrated CPL course: flying training of at least 150 hours. Modular route: at least 200 hours of flight time, including 100 hours as PIC. | official |
| CPL(H) | Commercial Pilot Licence (helicopter)Commercial licence for helicopters under CAR-FCL. | 18 | 135 hIntegrated course: flying training of at least 135 hours. Modular route: at least 185 hours, including 50 hours as PIC. | official |
| MPL | Multi-Crew Pilot LicenceAirline-oriented licence obtained through an integrated MPL course. | 18 | n/pCompetency-based course; no single hour minimum extracted. | official |
| ATPL(A) | Airline Transport Pilot Licence (aeroplane)Requires an MPL, or a CPL(A) plus a multi-engine IR with MCC instruction, and flight experience in aeroplanes. | 21 | 1500 hAt least 1 500 hours of flight time in aeroplanes, including at least 500 hours in multi-pilot operations. | official |
| ATPL(H) | Airline Transport Pilot Licence (helicopter)Helicopter airline transport licence under CAR-FCL.510.H. | 21 | 1000 hAt least 1000 hours of flight time as a pilot of helicopters, with sub-minimums. | official |
| IR | Instrument RatingRating for instrument flight; applicants need at least a PPL with night privileges, or a CPL, plus cross-country experience as PIC. | n/p | 50 hAt least 50 hours of cross-country flight time as PIC, of which at least 10 hours in the relevant aircraft category. | official |
| NR | Night ratingNeeded to exercise PPL or LAPL privileges in VFR at night; training course at an ATO. | n/p | 5 hAt least 5 hours at night including 3 hours dual and 5 solo take-offs and landings. | official |
| CR-MEP | Class or type rating (single-pilot multi-engine aeroplanes)A first class or type rating on a single-pilot multi-engine aeroplane carries an experience prerequisite. | n/p | 70 hAt least 70 hours as PIC on aeroplanes before the first multi-engine class or type rating. | official |
| FI | Flight Instructor (FI) certificateInstructor certificate for flight instruction; applicants for any instructor certificate must meet the general age requirement and FI-specific prerequisites such as instrument and cross-country experience. | 18 | 20 hFI(A)/FI(H) prerequisites include 10 hours of instrument flight instruction and 20 hours of VFR cross-country as PIC; these are not total-hours minimums. | official |
A regulatory minimum is a legal floor for the qualification. It is not the number of hours most students need, and not a guarantee of cost or completion time.

Medical, language and instruction
CAR-MED requires Class 2 for private pilots and Class 1 for commercial, multi-crew and airline transport pilots; Class 1 certificates are issued by an aeromedical centre and Class 2 by an aeromedical centre or an AME. Official medical information
Pilots using the radio telephone need an English language proficiency endorsement on the licence showing level and validity, at least operational level, re-evaluated every 3 years at operational level.
Languages of instruction among researched schools: English.
International students
The GCAA sources read do not set out a student visa process. A foreign student should check the entry and residence rules of the UAE Federal Authority for Identity, Citizenship, Customs and Port Security, and confirm with the training organisation how sponsorship works. Foreign licence holders should note that conversion applications are only accepted through a UAE operator or an approved training organisation. Nothing here promises a visa or admission.
Training approval does not establish immigration permission or international-student eligibility. Verify current rules with the official sources above.
Foreign licences and conversion
CAR-FCL Appendix 11 covers conversion of foreign licences: a verification letter from the state of issue (not older than 3 months), recent experience, a GCAA skill test, UAE medical, English proficiency and an air law exam, with conversion only to an equivalent or lower UAE licence level. Applications go through the GCAA e-service via a UAE operator or ATO.
