About training in Malaysia
How pilot training is regulated
Flight crew licensing in Malaysia is set out by CAAM in Civil Aviation Directive 1 on Personnel Licensing (CAD 1 - PEL), with a separate guidance document (CAGM 1001) explaining how to apply. A student pilot licence is needed before flight training, and private and commercial licence candidates train with a CAAM-approved Flight Training Organisation or Flying Club, or an Approved Training Organisation. Theory examinations and the skill test are taken as part of that route. Applicants for professional licences must also meet minimum education requirements set by CAAM.
Training pathways
Private pilot (non-commercial flying)
Student pilot licence, then training with a CAAM-approved Flight Training Organisation or Flying Club, theory examinations and a skill test, leading to a PPL for flights not operated for hire and reward.
Commercial pilot
Applicants must meet CAAM education requirements (SPM or an MQA-recognised degree route), hold a Class 1 medical, and complete a training programme with a CAAM-approved FTO to obtain a CPL.
Multi-crew pilot (airline-specific route)
The MPL is an airline-specific alternative to the traditional route to the ATPL, run in close cooperation with an airline.
Qualification terminology
Names and privileges are local to Malaysia. Similar names in other countries are not interchangeable.
| Code | Official name | Minimum age | Regulatory minimum flight time | Source |
|---|---|---|---|---|
| SPL | Student Pilot LicenceAllows supervised flying of a Malaysian-registered aircraft while training for higher licences; no flight training may be carried out before it is held. | 17 | n/pCAAM states no flying experience is required for initial issue; minimum age is 17 before the first solo flight. | official |
| PPL(A) | Private Pilot Licence (aeroplane category)Allows flying as pilot-in-command or co-pilot of a Malaysian-registered aircraft not operated for hire and reward, for the classes or types endorsed. | 17 | 40 hTotal flight time during a course of approved training, of which a maximum of 5 hours may be in an approved FSTD; also at least 10 hours solo including 5 hours solo cross-country, and 25 hours of dual instruction. | official |
| PPL(H) | Private Pilot Licence (helicopter category)Private-level licence for helicopters, with the same age and medical standard as the aeroplane PPL. | 17 | 40 hTotal flight time during a course of approved training, of which 5 hours may be in a FSTD; also at least 10 hours solo including 5 hours solo cross-country, and 25 hours dual. | official |
| CPL(A) | Commercial Pilot Licence (aeroplane category)Allows flying as pilot-in-command of a single-crew aircraft or co-pilot of a multi-crew aircraft for commercial air transport, for the types endorsed. | 18 | 165 h165 hours if completed during a course of approved training; otherwise 200 hours of flight time as a pilot of aeroplanes. | official |
| CPL(H) | Commercial Pilot Licence (helicopter category)Commercial-level licence for helicopters under the same CPL framework, with the same age and medical class. | 18 | 100 h100 hours if completed during a course of approved training; otherwise 150 hours of flight time as a pilot of helicopters. | official |
| MPL | Multi-Crew Pilot LicenceAirline-specific licence allowing flight as pilot-in-command or co-pilot of a Malaysian-registered aircraft for the types endorsed, and as co-pilot for commercial air transport. | 18 | n/pHours are competency-based under an approved MPL course; the CAAM web page refers to CAGM 1001 Chapter 5 and no hour figure was extracted. | official |
| ATPL(A) | Airline Transport Pilot Licence (aeroplane category)Highest-level pilot licence for aeroplanes; requires prior experience, written examinations and a skill test conducted by an Approved Training Organisation. | 21 | 1500 hFlight time as a pilot of aeroplanes, with sub-minimums (for example 500 hours multi-crew). | official |
| ATPL(H) | Airline Transport Pilot Licence (helicopter category)Highest-level pilot licence for helicopters under the same ATPL framework. | 21 | 1000 hFlight time as a pilot of helicopters, with sub-minimums (for example 350 hours multi-crew). | official |
| IR | Instrument RatingRating added to a pilot licence for the aircraft category sought, permitting flight under instrument flight rules. | n/p | 40 hSingle-engine endorsement: at least 40 hours instrument time under instruction (part may be ground time in an FNPT or FFS); multi-engine endorsement 45 hours. Applicant also needs 50 hours cross-country as PIC, and at least 10 hours of dual instrument flight instruction in the category sought. | official |
| CR-ME | Class rating (multi-engine, land / sea)Class ratings cover single-pilot aeroplanes below 5700 kg MCTOM that do not need a type rating, split into single-engine and multi-engine, land and sea. | n/p | n/pNo separate hour minimum was found in the sources read. | official |
| FI | Flight Instructor Rating (aeroplanes and helicopters)Rating that authorises flight instruction; CAD 1 sets the age and additional requirements in an appendix. | 21 | n/pInstructor experience requirements sit in an appendix and were not extracted as a single minimum. | official |
A regulatory minimum is a legal floor for the qualification. It is not the number of hours most students need, and not a guarantee of cost or completion time.
Terms you will meet
- FTO
- Flight Training Organisation approved by CAAM; PPL and CPL candidates train with an FTO (or Flying Club for the PPL).
- ATO
- Approved Training Organisation; conducts the skill test for the ATPL and the theory and skill test for the MPL.
- CAD 1 - PEL
- CAAM's Civil Aviation Directive 1 on Personnel Licensing, the main source of licence requirements.
- CAGM 1001
- Civil Aviation Guidance Material on flight crew licensing, covering application procedure.
- ELPT
- English Language Proficiency Test certificate that pilots carry with the licence.
Medical, language and instruction
CAAM requires a valid Medical Assessment of the relevant class (Class 2 for SPL and PPL, Class 1 for professional licences) to apply for a flight crew licence; details are in its medical requirements directive. Official medical information
Applicants must be able to read, write and communicate in English at a working level; pilots using radiotelephony must demonstrate the ICAO language proficiency and be re-evaluated at intervals depending on level.
Languages of instruction among researched schools: English.
International students
CAAM lets a holder of a valid foreign licence attend an ATO course in Malaysia in some conditions without a CAAM validation, if the licence is valid, includes the required medical, and all training flights are with a CAAM-approved instructor. Student visa matters are handled through the Malaysian education-visa portal; a prospective student should confirm with the school and the portal which pass applies. Nothing here promises admission or a visa.
Training approval does not establish immigration permission or international-student eligibility. Verify current rules with the official sources above.
Foreign licences and conversion
CAAM may validate a pilot licence issued by an ICAO Contracting State, for a period not exceeding 6 months and renewable while the basic licence is valid. A foreign-licence holder who wants a Malaysian licence must pass the theoretical knowledge examination at the level sought, among other requirements listed in CAD 1.
